    Kentucky has a well-documented history of corruption within its Cabinet for Health and Family Services’ Department of Community Based Services (DCBS), which has been exposed by whistleblower social workers and attorneys, investigated at length, and publicized in local radio and news. Yet Kentucky continues to carry on business as usual. Here is another story which exemplifies the depth of corruption in Kentucky’s DCBS and Family Courts, a system that allegedly routinely destroys families based on lies, hearsay and allegations. Amanda Orsetti Downs was initially afraid to take her story public, fearing retaliation from DCBS, even though it’s been 12 years since DCBS removed her children and they’ve all been adopted out. She now lives in another state. Overcoming her fears, Amanda decided to share her powerful story, in hopes that her children will learn the truth one day, and that others will realize just how corrupt this system really is. Amanda warns: "I really don’t think anyone fully understands just how powerful these people really are. They have the attitude that they are above the law and they will do whatever they want to, to you or your family, and they just don't care because they have gotten away with it for so long. They will make your life a living hell if you even try to stop them. They got doctors behind them. They destroyed records. These people are vindictive, they will haunt you, stalk you, do whatever it takes, even if that means retaliation on you or to hurt someone close to you. They do not care as long as they are getting a big paycheck from the state. My attorney couldn't even help me because of how vindictive they really are. I pray that one day they will be held accountable for their wrong doings, but until then all I can do is give it to God and hope for the best."

    I am a fife long friend of an African American family originally from Lexington, Ky. The father and I played jazz together. When he became ill, I took care of him daily until he passed, in 2006. The mother was declared incompetent and had her home condemned in 2011. I became her legal guardian and took care of her until she passed 5 months ago.


    This family has a daughter who is the mother of two medically fragile children. They live in Louisville. The 15 year old daughter is mentally challenged and has Type 1 diabetes. On two different occasions, she was removed from the hospital and placed in foster care, with an accusation of neglect the first time and no defined charge the 2nd. She is currently still in foster care.


    I have hired a private attorney, not to get her back home, but to assure that mom gets a fair chance/hearing and that the little girl ends up in the best possible place to assure the longest,highest possible quality of life.


    The child has been in foster care for over 7 months with a foster mom and social workers who admit they know nothing about Type 1 diabetes. The first social worker threatened the natural mom that if she didn't drop plans to complete Certified Nursing Training at Spaulding college, she would take the child for good. This social worker should have had an idea what was up when the child's school called during a meeting at the L&N building that the child had been caught with 1/2 pound of chocolate in her back pack. there is a well-documented history of many incidences of theft of sweets while the child is in either school or daycare. Wouldn't it be terrible that the mother of two medically fragile children had Certified Nursing Assistant Training?


    Luckily, the Judge (Judge DeWeese) is a gem...compassionate and wanting to make the best of a really rough situation. She knows that mom has little influence over diet, glucose measurements and injection of appropriate insulin levels when she is away from home. She is relying on testimony in court from the CPS people and she's getting a complete cover-up job.


    The real crime is, it took over 7 months for the foster mom and the social workers to finally understand the importance of carb counts and the need to feed the child something other than fast food and frozen dinners. The current social worker would not even look at charts prepared by the foster mom which clearly proved irresponsible; even dangerous neglect in the form of incorrect feeding and medical procedures. In 13 Sundays (the day of home visits), carbs were never right. Portions were wrong, and critical ratios were affected. Foster mom left the girl overnight with one of her children, and insulin levels were over 50% off. That is life-threatening, and foster mom needs to tell the court where she got permission to leave this child with her daughter, and where the daughter got her medical training/certification.


    The girl will get to go home in May, if things stay as they are. The reality is, this child went from a precarious situation to one that is much worse, and, instead of working with friends and family, they (the system) hid facts and continued a dangerous, potentially damaging path.


    The plan is to let her go home, but remove her permanently, if she ends up in the hospital again. Guess what? A Type 1 child is 5 times as likely to end up in the hospital as a non diabetic child. This child will end up back in the emergency room again. Type 1 patients have a life span 20 years shorter than the general population. Commencement of her period, a throat infection...too much mercerize...a great number of things can trigger a serious incident.


    Spend a little time on the computer and you'll find the same life-endangering story in every state in the nation. Type 1 diabetes is 5% of total diabetics. You can manage the disease but not control it. There are many cases where arrogant, untrained CPS workers, like the ones involved here have mad a really bad situation a lot worse.


    The lawyer hired to help is wonderful. She is concentrating on a real fix to the problem (monitoring medical services in school, daycare, etc.). Because she is a private attorney, instead of working with her, the system is running scared and trying to hide a whole gamut of really bad decisions and issues relative to care that's too long to get into here.


    Nation-wide training on Type 1 diabetes for CPS workers is needed NOW! These ladies need to apologize, get extensive training in civility and be required to pay for additional legal fees, Spaulding tuition, gymnastic fees (foster mom refused to take the child to the activity, which was pre-paid) which was incurred due to their arrogance and total incompetence.


    And the sweet, caring natural mom needs to be given credit for keeping her two precious, fragile children alive for the past 15-16 years. the system need to get it's act together or tragic consequences will result.


    What a terrible, completely unnecessary mess this is.

    I have a similar situation in my with dcbs there is a current open case with one child removed from my home in Elizabethtown ky. I however live in Florida. It has a been going on for a year now. I also have a child with her father in trigg county ky and I'm very concerned for her in light of some thing going on and dcbs will not open a case for this. It is completely backwards. I'm at a loss. I don't know what to do. I fell hopeless!

    Thank you for sharing your story. KY DCBS needs to be exposed, as the rest of these agencies all across our country. May our Creator protect you and your children. Don't give up and don't stop fighting. Please join in on the discussion in the KY group, especially the Bluegrassroots Movement thread. KY may be the most corrupt state in this country, but I know it has some FIGHTERS in it!!!! These are OUR children, from OUR womb. The same ones these evil people would have gladly let us murder while they were in our womb, how dare they take them once out of the womb. Our Deliverer is an ever present help. Trust in Him, not in man.
